Yes it's going to be a lot more work but when you're on a tight budget sometimes it's the only way. Only you really know how you want something. And, really...all that matters is that you are happy with what you have at your wedding and you do what you like. Don't want to light candles? Don't do it! Don't want arranged guest seating? Don't do it. Make it yours.
The best thing to start off with is obviously setting your date. Once you've settled on the perfect day you can go from there with reserving the church, reception hall, etc.
Next you can have a friend snap a few shots of you two and order some save-the-date cards from Walgreens. If you really need to save money go to picmonkey.com and use their program (for free) to customize your photos and type in your own save-the-date info then get these printed as 4 x 6's at Wal-greens, you can potentially save hundreds doing it this way.
Make a list of everything you really want at your wedding and then start finding ways to get it cheap. Check on craigslist.com, ebay.com, or amazon.com.
